Cheap insurance isn’t always cheerful
Buying insurance has long been a boring chore. But the good news is that the internet has made the process much easier. Instead of trawling through the Yellow Pages making dozens of calls to find the most competitive quote, there are now comparison sites that will do the hard work for you.
The downside to such convenience is that fewer and fewer people now bother to focus on more than the price. However, running for the cheapest cover is all too often a false economy.
Most budget policies have a long list of exclusions in the small print, exempting them from paying out in a whole range of circumstances. Almost one in five complaints made to the Financial Ombudsman Service now relate to insurance, with the number of disputes having risen by more than 50 per cent over the past four years.
“It’s up to people to understand what they’re buying,” says Graeme Trudgill, the technical services director at the British Insurance Brokers Institute. “That’s the problem with aggregation sites - people often just go for the cheapest price, but don’t actually know what they’re covered for.”
Although the list of exclusions is growing, and varies from company to company, there are a number of common ones it’s worth watching out for.
TRAVEL
Trudgill says that about 50 per cent of insurers will not pay out on a policy if the claim has resulted from a terrorist-related incident - an increasingly common disruption for holidaymakers all over the world. While some of those who have terrorism exclusion clauses will pay for medical expenses and repatriation if you’re a direct victim of a terrorist attack overseas, most will not pay out if you suffer a severe disruption to your holiday.
Last summer, thousands of holidaymakers were forced to cancel their summer vacations after the attempted terrorist attacks on Heathrow Airport. Although the airlines offered replacement flights to customers weeks later, this was too late for most. Yet in most cases, insurers did not pay out on policies.
Trudgill says that the other common exclusions on travel insurance policies are hazardous sports. “Even something like horse riding or cricket can be classified as a hazardous activity by some insurers, so you need to check what your policy will and won’t cover before you buy,” he says. “If you’re going skiing, you’ll also need to buy a winter sports extension - but you need to remember that this won’t cover you if you go off-piste in most cases.”
Richard Mason of mon-eysupermarket.com points out that most insurers won’t pay out in the event of an alcohol-related mishap. “Ninety per cent of people will have a beer or two on their holiday, and this is often the time when they trip over, or leave their bag somewhere,” he says. “But if the insurer discovers that alcohol is involved, they simply won’t pay out.”
Trudgill adds that delays or cancellations to internal flights are also often excluded from many policies.
HOME
According to new research by Greenbee, the financial services arm of John Lewis, some 90 per cent of people believe that their home insurance will cover them for accidental damage, but this is rarely the case.
“Consumers understandably assume that basic mishaps are covered by their standard insurance policy but that is not always the case,” says James Furse, the managing director of Greenbee. “The price of policies is often reflected in the level of cover they provide and consumers need to ask whether insurance is something they should buy according to cost rather than what’s actually covered. Cheap isn’t quite so cheerful if it leaves you having to pick up the bill yourself.”
Most home insurers will offer you cover against accidental damage for a small additional premium. Moneysupermarket’s Mason says that another common error is to assume that your personal possessions are covered away from home, when this too often requires an additional premium. He points out that with expensive mobile phones, MP3 players and digital cameras, many people are carrying hundreds of pounds’ worth of kit around in their bags for which they are not insured.
He adds that even those who do have personal possessions cover may find that expensive individual items may not be covered unless they are declared on the policy. “Most policies have individual item limits of [pound]1,000 to [pound]1,500,” he says.
Although most insurers will cover your house against floods and other natural disasters, Trudgill points out that most insurance policies include an exclusion for so-called “unnatural disasters” such as nuclear explosions or chemical-related incidents.
Occasionally, the Government will step into the breach and provide financial assistance in the event of disasters - be it natural or otherwise. Many homes were not insured when the recent floods hit the UK. However, the Government has agreed to provide compensation to those affected.
If you’re in a high risk flood area, you may find it difficult to get insurance. However, Trudgill explains that the insurance industry has an agreement to continue covering the majority of houses, as long as the Government commits to investing at least [pound]800m in flood defences by 2011.

The Internet should be the perfect antidote to the unpleasant task of shopping for insurance. In theory, at least, instead of spending your lunch hour calling agents or devoting an evening to going over policies at your kitchen table, you can shop any time of the day or night, tap huge databases for the cheapest policies and then buy the best one over the Internet–quickly and anonymously.
Unfortunately, if you’re expecting all that when you surf the Web for insurance, you’re headed for a wipeout. When we explored the online offerings, we found a little information about auto, homeowners, disability, long-term-care and health insurance, but hardly any quotes. You can find a low-price, term-insurance policy on the Web, but along with the useful destinations are a lot of dead ends: A few sites exist simply to generate leads for agents who pay to get your name. Or you may fill out a detailed form only to discover that you need to wait for an agent to mail you a quote. You won’t necessarily locate the best deals unless you visit several sites.
BEST OF THE LIFE INSURANCE SITES
We requested quotes from a slew of sites for $150,000, 30-year level-term policies on Robert and Deena Stuart, two healthy 26-year-olds from Arvada, Colo., who have a 4-year-old and a baby on the way (see the box on page 84). Some sites stood out:
LOWEST PRICES. The lowest quotes for the Stuarts came from InstantQuote (www.instantquote.com) and Quotesmith www.quotesmith.com)–a 30-year level-term policy for Deena at $163 a year and one for Robert at $202 a year, both from First Penn-Pacific. InstantQuote and Quotesmith provide “real-time” quotes–that is, you can see quotes online within seconds. ConsumerQuote (www.consumerquote.com), which mailed the quotes within a few days, and MasterQuote (www.masterquote.com), whose quotes arrived more than a week later, cited the same low-price policies as Quotesmith. Among several quote services that do not provide prices for 30-year policies, TermQuote (www.rcinet.com/~termquote), which also mails quotes, provided the lowest 20-year rate: $130 for Deena and $149 for Robert, both with First Penn-Pacific.
Term policies purchased online cost the same as policies purchased through an agent. In fact, most quote services are agencies that receive commissions when they sell you a policy. Still, shopping online can help you find the lowest rates–which you may be able to lock in even if you end up buying the old-fashioned way.
BEST FOR POLICY INFORMATION. When you receive an insurance quote, you don’ t know whether you’ll get that price until you take a physical exam. If the quote service doesn’t obtain enough medical-history information, you may be charged a much higher rate after the exam.
For example, InstantQuote and Quotesmith automatically quoted prices for the least expensive, “preferred plus” rate class without asking enough questions to determine whether the Stuarts would qualify. However, both services provided quotes and detailed information about all the policies in their databases that fit the criteria Quotesmith gave us 49 quotes for Robert, including several rate classes for each policy); most quote services provide quotes for only five companies and one rate class. Most important, InstantQuote and Quotesmith were the only sites we found that include each policy’s underwriting criteria–the list the company uses to decide who qualifies for each rate. It’s easier to compare rate classes at InstantQuote. Several companies’ prices for each rate class are all listed on one grid. Each company has a separate grid showing its under-writing criteria for each rate class.
Use the underwriting criteria to predict whether you’ll qualify for that price, then scroll across InstantQuote’s or down Quotesmith’s list to see how much the lowest-price companies charge for the next-best rate class. Also compare policy features–such as rules for converting to a cash-value policy and limits on renewal.
BEST PRESCREENING. If you don’t want to spend time wading through InstantQuote’s or Quotesmith’s information to find a price you can count on, go to a quote service that asks more detailed health questions and is more likely to match you up with the correct class. ConsumerQuote and MasterQuote asked more questions about medical condition than InstantQuote and Quotesmith, but provided much less policy information, fisted no underwriting criteria and provided quotes from only five companies.
Quicken InsureMarket (www.insuremarket.com) and InsWeb (www.insweb.com) asked some of the most detailed medical questions but had fewer than ten companies apiece in their databases. That may be too small a pool to find the best deal. Generally, quote services with more than 50 companies in their databases tended to find the same low rates.
ONLINE QUOTES. Sites that provide real-time quotes have advantages in addition to speed: They keep you off mailing lists and make it easy to adjust variables, such as length of term and amount. InstantQuote, InsureMarket, InsWeb, NationsBank’s insurance site (www.nationsbank.com/insurance), QuickQuote (www.quickquote.com) and Quotesmith offer immediate quotes from multiple companies. John Hancock (www.jhancock.com) and Lincoln Benefit Life (www.getinsured.com) provide immediate quotes, but only for their own companies. Fidelity (www.fidelity.com) and Schwab (www.schwab.com) each provide real-time term quotes for only one company.

Many state governments effectively prohibit people from buying cheap, basic health insurance by imposing all kinds of mandates. They demand that insurance policies cover the cost of hair transplants, or treatment for alcoholism, or chiropractic services. While the health plans of large companies are regulated by the federal government and thus exempt from the state mandates, small businesses and individuals seeking to buy insurance need relief.
But what kind of relief? If the federal government nullified the state mandates, then all the interest groups that successfully lobbied state governments to require that insurers cover their services would simply turn their attention to Washington. Rep. John Shadegg, an Arizona Republican, has hit on an elegant solution: The federal government should let individuals buy health insurance from out-of-state providers. The insurance would be regulated by the company’s home state. In effect, people would be shopping for regulatory regimes at the same time they shopped for health insurance. State regulations would be in competition with one another, and any state that imposed too onerous a burden would find that business was going elsewhere. We wish Shadegg’s bill covered small businesses, too. But if the Senate follows the House’s lead in passing the bill, Congress will for once have sensibly exercised its power over interstate commerce–and brought a little more freedom to American health care.
Why cheap travel insurance could be a false economy
Most of the cheapest travel insurance policies on sale in Britain are not worth the paper they’re written on. According to a new report by independent consultants Defaqto published this week, many of the low-cost policies now on sale have so many exclusions that it is unlikely that they’ll be any use should their owner need some kind of medical help when abroad.
Brian Brown, the head of Defaqto’s Insight team and author of the report, believes British holidaymakers are finding it harder and harder to understand what is and what isn’t covered when they buy travel insurance - with most eventually opting for a cheap policy that won’t suit their needs.
“Consumers are being let down by the insurance industry, which has made travel policies jargon-heavy to the point that the only thing they can easily compare is price,” he says. “This, compounded with increased competition, means that too many people are now travelling abroad with inadequate cover. With the continued growth of overseas travel to increasingly exotic places, more people are likely to end up on the wrong side of an insurance claim.”
Brown believes the insurance industry and the British Government should be doing more to raise awareness among consumers. In particular, he says that many consumers don’t understand the restrictions surrounding baggage cover. Many insurers will now only pay up to a fixed amount (say [pound]100) per suitcase if your luggage is lost or stolen, regardless of the value of the items inside.
Nevertheless, if you’re going on holiday this summer, it’s still worth taking out insurance, especially if you’re planning on travelling outside of the European Union. If you’re staying in Europe, the first thing to do is to get you and your family signed up for a European Health Insurance Card - a free policy that will allow you to use hospital facilities in Europe for little or no cost. The EHIC replaced the E111, and the easiest way to get your hands on one is to order it online.
But even if you’re staying in Europe and already have an EHIC, it’s still worth buying additional cover. A good travel insurance policy will cover you if your baggage is lost or stolen, will pay all your medical expenses (not just the first few pounds) and will even pay out if you miss your flight or get seriously delayed.
When you’re looking for a policy, it’s generally worth shopping around rather than simply buying from your travel agent. Recent research by insureand-go.com revealed that travel agents’ policies are on average almost twice as expensive as the cheapest independent agents, and not necessarily anymore comprehensive.
However, Mike Monk, the head of finance for the Association of British Travel Agents (Abta), said consumers should take such research with a pinch of salt. “These surveys are always conducted with questionable, commercial motives and usually with the aim of trying to squeeze travel agents out of the market of selling travel insurance,” he says. “If they were successful, this would give consumers less choice. Many compare the most expensive policies from just the bigger travel agents, with no mention of availability of discounts or promotional offers. Many other Abta members also offer very competitively priced policies.”
Travel agents are not regulated by the Financial Services Authority, so if you are unhappy with your policy, you’ll have less protection than if you’d bought off an independent broker or direct from the insurer.

Monk adds that two advantages of buying your insurance from a travel agent are that you’re covered immediately - so you’ll be paid out should you have to cancel your holiday early on - and that your agent will be able to ensure you buy the right policy for your needs.
If you’re happy to shop around, the quickest way to search for a good value policy is to use one of the increasing number of specialist search engines on the internet, such as moneysuper- market.com or confused.com. But once you’ve found a policy that appears to suit your needs, be sure to read the small print before you sign up. Most will include pages of exclusions - such as not paying out in the event of a terrorist attack - so it’s in your interests to know what is and isn’t included.
Most insurers will claim that your policy is void if don’t tell them about any pre-existing medical conditions you have - even if you consider them to be fairly mild - and almost none will pay out if you make a claim related to that condition. If you have a chronic illness, and want to ensure you’re covered, try one of the specialist brokers, such as the-insurance-surgery.co.uk, which will put you in touch with insurers that will be prepared to cover you.
If you’re pregnant, it’s also important to check your insurer’s terms and conditions. Most won’t cover you if you give birth while you’re on holiday, even if your due date was still several months away when you left.

Insiders steal big from unsuspecting churches
When their priest, Brian Lisowski, was caught with an alleged prostitute last summer, parishioners at St. Bede the Venerable Catholic Church began to suspect their pastor had been keeping secrets from them. They were right–he had a million of them.
About the time the priest resigned in July 2004, the Archdiocese of Chicago said it discovered Lisowski had systematically skimmed more than $1 million from the parish in his five years as pastor. The theft was discovered when collections went up dramatically after Lisowski left.
While corporate scandals at Enron and Tyco have made headlines in recent years, churches like St. Bede and other nonprofit entities also have been victims of embezzlement. They can be particularly vulnerable, experts say, because of the level of trust given to employees and volunteers and their lack of sophisticated financial controls and oversight.
The embezzlement at the Chicago parish is one of dozens of high-profile cases involving churches in 2004.
* In New York, Pastor Charles Betts of Morning Star Missionary Baptist Church has been accused by prosecutors, along with the bookkeeper and her husband, of stealing $494,000.
* In Rockford, Illinois, Jannine M. McKee was sentenced to 18 months in prison for taking $140,000 from the Second Congregational Church where she was the volunteer financial secretary.
* A former bookkeeper at St. Rose of Lima Catholic Church in Layton, Utah, was charged with stealing more than $38,000.
* Marie Wendel, business manager for Kolbe Catholic School in Cheektowaga, New York, stole $332,000, and at Grace United Church in nearby Buffalo, the church’s day care director, Bernadette Lucas, embezzled $235,000. Both pleaded guilty.
The latter case was not an isolated one in the Buffalo area. The local district attorney’s office has prosecuted eight embezzlement cases at churches and nonprofit groups since 2003, totaling more than a $1 million, according to the Buffalo News.
GuideOne Insurance, which insures about 45,000 churches in the U.S., has paid out an average of $2.9 million on about 1,800 theft claims in each of the past five years, said Emily Abbas, a company spokeswoman. Those figures include theft by outsiders as well as embezzlement by people inside the church.
Most cases of church embezzling go unreported, says Kent Egging, a pastor in Washington state who has studied church embezzlement for his doctor of ministry degree. Egging, pastor of Bethany Covenant Church in Mount Vernon, says congregations are often embarrassed by what has happened and are unwilling to go to the police.
“The biggest issue in a case like this is the violation of trust,” he said. “It’s not about the money so much. It’s about the trust.”
At one congregation, Egging said, the church’s treasurer stole more than $45,000. The money was in an account separate from a building fund that had been put on hold. That separate account gave the treasurer two things that an embezzler needs to succeed–access and no accountability, Egging said.
“He could transfer funds into this separate account and then withdraw them,” said Egging, “and absolutely nobody knew.” The treasurer created a false financial statement that covered up the transactions. Since he kept the books and reconciled the bank account, it was easy to avoid detection. The embezzling was finally discovered when the building project started up again and the funds were gone.
Most churches want to make things easy on volunteers, said Egging. At many churches, volunteer accountants work at home and keep bank statements there as well, for their convenience.
There are steps that churches can take to reduce the risk of embezzlement, said Lisa Curtis of the economic crime unit of the Denver District Attorney’s Office.
These include creating a system of checks and balances so that no one person has complete control over income, expenses and financial reports; having at least two people examine bank statements and returned checks each month; and paying for an annual audit by an accountant. She also suggests that churches require their treasurer or bookkeeper to take an annual vacation–because it’s difficult to hide fraud during an absence.
Curtis urges churches and nonprofit groups to report any embezzling immediately. “If you do not prosecute embezzlers,” she said, “they will get away with stealing from charity–and they will continue their thefts at other organizations.”
In Egging’s case of the congregation with the building fund, that church did file a police report but did not press charges. Instead, the former treasurer agreed to repay the funds. However, he reneged on the agreement.
Egging issued a warning about being quick to offer forgiveness without consequences. “It all sounds so loving at the time,” he said, “but this guy was a criminal, and he stole the money and wasn’t intending to pay it back.”
Outsiders, too …
“I know you can see clearly it was a scheme, all right. And for some 1,600 churches, it was a nightmare,” said prosecutor David McClernan of Georgia, quoted by the Associated Press.
McClernan was giving closing arguments in a federal case in which preacher Abraham Kennard was found guilty February 7 by a Rome, Georgia, jury of stealing almost $9 million from hundreds of small, black churches lured by big-return investments in purported Christian resorts nationwide.

Agreed amount value policies also replace old objects with new ones, exclusive of any assumption for depreciation. The majority of agreed amount value policies necessitate actual cash value on specific destroyed assets like sails, protective covers, batteries, dinghies, trailers and aged outboard motors, lower drive units or outdrives.

What do I do to get Cheaper Insurance?

4. Mileage. If you drive less than a certain number of miles in a year (e.g., 7,500), you may qualify for a low-mileage discount. If your insurer offers this discount, try to limit your driving as much as possible. If you commute to work, use public transportation instead of driving. When you go away on vacation, fly or take the train.
5. Safety/Anti-theft Devices. Majority of the insurance companies offer discount if your car is equipped with one or more of the following safety devices: anti-lock brakes, automatic seat belts, and airbags. Similarly, anti-theft devices such as car alarms and tracking systems (e.g., Lojack) may also get you a discount because they reduce the chances of your car being stolen or vandalized.
