Aurora Parks & Open Space Department staff have blended a million dollars in gifts and grants to help address the needs of a wide variety of park user groups for many years to come.
The Morrison Family Foundation awarded a $550,0o0 grant to fund the conversion of a 60-year-old ranch house into the interpretive Morrison Nature Center. Located in Star K Ranch, this 200-acre natural open space property is within the Sand Creek Regional Greenway. The 13-mile trail greenway network links three metropolitan communities to the Platte River in Colorado. The Morrison Foundation donation, the last grant to be made by this organization, was combined with funding from the Adams County Open Space program, Sand Creek Regional Greenway Partnership and the city of Aurora to complete the budget for this $1.1 million renovation program. Adams County Open Space Committee cited this project with the Partnership award as a result of the extraordinary multi-agency cooperation needed to bring the project to reality.
Another gift of $500,000 was conveyed to General’s Park by the University of Colorado Hospital Center for Dependency and Addiction Recovery. The center is to be built adjacent to General’s Park in northwest Aurora. Park renovation plans had been in design as the gift was announced, which will facilitate funding the $1.6 million park reconstruction. The 8.8-acre park property had been an 1890’s commercial nursery and later was part of the Fitzsimons Army Medical Center. New, large group pavilions, theme playgrounds and restoration of a park pond used by former President Dwight Eisenhower during his cardiac rehabilitation, will be features of the fully accessible park. Two significant commemorative features are planned. The Aurora Veterans’ Commission is planning a bronze sculpture honoring City veterans. Four local Rotary clubs have raised a $100,000 budget for a historical arbor structure celebrating local history within the 100-year anniversary of Rotary. Groundbreaking is scheduled for February 2005, the centennial anniversary of world-wide community service by Rotary International.
New Technology Research Grants
An early clue as to what types of projects may receive Texas Emission Reduction Program (TERP) grants for 2005 may be found by looking at the New Technology Research and Development Program grants for 2004. The NTRD program both supports the development of commercialization technologies and seeks to streamline and expedite the process whereby TCEQ and EPA give recognition of and credit fro new, innovative, and creative technological advancements. The program also helps to spur the entrepreneurial and inventive spirit of Texans to help develop new technologies to solve today’s air quality problems.
The NTRD program recommended funding 17 projects that together would cost $8,349,374. Topping the list is a recommended $1.2 million to Cummins West, Inc., dba Cleaire Advanced Emission Controls, for verification testing as well as advanced product development tests on the LonestarO system (for which TERP grants have already been awarded in 2004), which helps to reduce emissions from on-road vehicles. Other recommended projects include -
* $1,074,600 to Capital Metropolitan Transportation Authority, in partnership with S&S, Allison, and Cummins, for development and certification of a hybrid transit bus. The project will include construction of two hybrid electric-diesel buses, evaluation of new emissions reducing technologies, and certification of a new hybrid electric-diesel bus.
* $738,000 to GE Rail for verification of a locomotive rebuild from Tier 0 to Tier 2, including final development and certification of a low NOX retrofit (rebuilt) system to be deployed on switcher locomotives equipped with EMD 645E engines. The objective is to achieve EPA Tier 2 NOX levels on EMD switcher locomotives - reduction of 42% of the Tier 0 level and 50% of non-regulated locomotives could be achieved.
* $703,764 to Converter Technology Incorporated for verification of an exhaust gas recirculation (EGR) system with claims of 70% NOX reductions.
* $699,375 to HydroFuels Systems, Inc., for verification of a retrofit device (Aqua vapor system) for on-road engines that uses water injection to lower NOX emissions for on-road vehicles.
* $666,815 to Eaton Corporation for development of hydraulic technology for on-road vehicles. The concept of this technology, which targets class 2B through class B commercial vehicles, has been proven on light-duty vehicles.
* $560,028 to Oshkosh Truck Corporation for development of a hybrid refuse collection vehicle that incorporates a hybrid electric drive train and an automated side loader body.
* $395,691 to David Allen at the University of Texas for a study on ozone transportation, which will add six ozone monitors at strategic locations in east and north Texas to measure background levels during the 2005-06 field study. The information collected could be used to support a 126 petition requesting another state to reduce pollution, to evaluate the effectiveness of controls in place in Texas. The study proposes to have the temporary monitors in place for several months. Many of the locations proposed have never had ozone monitors. Monitor placement will not have a regulatory impact or affect attainment status due to the limited duration of the study.
* $392,213 to Benny Freeman of the University of Texas for development of novel polymeric membrane materials that have high hydrogen permeability, high hydrogen-carbon monoxide and hydrogen-carbon dioxide selectivities, and high thermal stability in order to reduce the cost of high-purity hydrogen production needed for advancing the development of fuel cell technology.
* $354,600 to ROTEC Design Ltd. For verification of a retrofit device (FreedomAir) with claims of 65% NOX reductions from on-road vehicles and stationary engines.
* $331,630 to Catalytica Energy Systems, Inc., for development testing of a retrofit device (selective catalytic reduction) for on-road engines, with claims of 50% NOX reductions. Funding has been requested for conducting preliminary emissions tests and collecting field use data needed to determine durability and applicability of this device for use on heavy-duty vehicle applications.
* $326,607 to Texas Engineering Experiment Station for development of a selective non-catalytic reduction process for coal-fired power plants using a novel fuel called feedlot biomass (cow manure) as return fuel. The fuel contains nitrogen as urea, which is released as ammonia and can thus serve as return fuel and a SNCR agent. Initial results show 80% to 90% NOX reductions.
* $320,000 to Lubrizol Corporation for verification testing of PuriNOX fuel with DOC (Purimuffler) after treatment devices to lowe NOX and PM emissions.
* $291,749 to Eastern Research Group, Inc., to evaluate NOX benefits associated with the use of Texas low-emission diesel (TxLED) in heavy-duty diesel equipment. This project is an extension of a current effort to evaluate the impact of TxLED on emissions performance and maintenance of selected equipment in the Texas Department of Transportation vehicle first .
* $179,211 to ORYXE Energy International, Inc., for verification of OR-D2 fuel additive using a test protocol approved by EPA and TCEQ.
* $65,887 to EnviroFuels, LP, for an EPA verification of a diesel fuel additive, known as BlueMarble Diesel Fuel Catalyzer, that could help lower NOX emissions from locomotive engines.
* $50,224 to Power Research Inc. For verification of a diesel fuel additive. Test results could be submitted to TCEQ as a request for approval of the PRI-D treated diesel as an alternative diesel formulation to be considered equivalent to Texas low-emission diesel.
Charitable Service Trust grants focus on PTSD in returning war veterans
Thousands of veterans returning home from duty in Iraq and Afghanistan carry the horrors of war with them in the form of nightmares, flashbacks, erratic moods swings and hyper-vigilance. Many times these veterans turn to drugs and alcohol abuse for relief, only to suffer more, as do their families.
According to a Department of Veterans Affairs study, nearly 33 percent of returning war veterans suffer from a mental health problem, most commonly post-traumatic stress disorder (PTSD). Some experts say the numbers are much higher because many cases go unreported.
The problem has become so severe that every returning veteran is assessed for possible PTSD or other mental health issues. At VA medical centers, each patient is asked questions about mental health problems such as anxiety and depression.
Those who seek help are sometimes unable to get into crowded VA treatment programs. As a result, this new generation of veterans is dealing with the disabling effects of PTSD by turning to a self-medicated treatment of substance abuse that does more harm than good.
The National Center on Addiction and Substance Abuse (CASA) at Columbia University in New York used a $20,000 grant from the DAV Charitable Service Trust to host a conference on March 8 to look at the treatment and programs provided to work with veterans on the federal, state and local levels to stem the potential catastrophic effects of PTSD.
“The conference brought together the nation’s leading minds from every field of endeavor related to substance abuse and treatment,” said Charitable Service Trust Chairman Richard E. Marbes. “It was an opportunity to gauge the future needs of these disabled veterans.”
A panel discussion of “Wounds of War: Combat, Substance Abuse and Trauma” featured experts in the fields of behavioral health care and veterans.
“The goal was to raise awareness about the relationship between substance abuse, spark new research, shape public policy and provide continuing education for substance abuse professionals,” said Marbes.
The Charitable Service Trust also awarded a $4,500 grant to the VA Black Hills Healthcare Systems of South Dakota to support its Substance Abuse/ PTSD Program that assists women veterans and the female family members of male veterans with PTSD.
The program operates two annual retreats to help clients learn about the psychological, physical, social and spiritual issues of PTSD and relationships.
The retreats allow participants to examine problem areas in their lives and help them make healthy changes and choices. Since 1994, the 21 retreats have accommodated more than 500 women.
“These retreats provide a unique opportunity for women veterans and female family members of veterans to learn more about the effects of war trauma,” said Marbes. “They learn how to cope with the devastating effects PTSD can have on their lives.”
“As more and more veterans return from this war, they are suffering from the horrors of combat,” said National Adjutant Arthur H. Wilson. “We’re experiencing the first stages of a wave of these cases. The Charitable Service Trust is one of the outstanding tools the DAV has to help make the VA health care system work and to help plug any holes in service.”
Chiron Foundation awards grants for ALF, CDC transplant projects
The Chiron Foundation, a nonprofit philanthropic organization funded by Chiron Corporation, Emeryville, CA, announced it has awarded a total of $358,000 to seven organizations for programs addressing public health issues in the US and abroad. The recipients include the American Liver Foundation (ALF), Association of Physicians of Pakistani Descent, CDC Foundation, Cystic Fibrosis Worldwide, Every Child by Two, Pan American Health and Education Foundation and Sustainable Healthcare Enterprise Foundation.
Two of the organizations funded will conduct programs that will directly impact transplantation.
The grant to the ALF, headquartered in New York, NY, will support the development of a “Hispanic Hepatitis C” project in Oakland, CA, as a pilot that will be replicated in other cities throughout the US. Currently, only limited information is available in Spanish about hepatitis C (HCV), a disease that disproportionately affects minority populations, Chiron said in a press release. Bilingual materials will be developed to increase the awareness of HCV, risk factors, prevention, and importance of early testing and early detection.
The foundation’s grant to the CDC Foundation, headquartered in Atlanta, GA, will provide funding for a new collaborative effort between the US Centers for Disease Control and Prevention (CDC) and the United Network for Organ Sharing (UNOS) and other partners in the organ and tissue procurement and transplantation community. The programs aim to establish a surveillance network and registry to improve identification and speed response to infectious diseases transmitted via blood transfusion and/or organ/tissue transplant in order to improve blood, organ and tissue safety.
Digital Preservation Program launches research grants
The National Digital Information Infrastructure and Preservation Program of the Library of Congress is partnering with the National Science Foundation to establish the first research grants program to specifically address the preservation of digital materials. NSF will administer the program, which will fund research to support the long-term management of digital information. This effort is part of the library’s collaborative program to implement a national digital preservation strategy.
The research program announcement coincided with the signing of a memorandum of understanding between the Library of Congress and NSF to collaborate over the next decade in a broad set of research activities related to digital libraries and digital archives. The formalized collaboration arose from a joint Library of Congress and NSF workshop in 2002 that developed a research agenda in these areas. Through their leadership, NSF and the Library will encourage other government agencies to continue research support for improving the state of knowledge and practice of digital libraries and digital archiving.
The new digital archiving and long-term preservation research program, which expects to make approximately $2 million in initial awards using NDIIPP funds, has three main focus areas for which proposals are sought:
* Digital repository models
* Tools, technologies, and processes
* Organizational, economic, and policy issues.
Congress authorized the Library of Congress in 2000 to develop and execute a congressionally approved plan for the program with a $99.8 million appropriation. The legislation mandates that the library work with other federal entities to build a network of committed partners with defined roles and responsibilities working through a preservation architecture.
